Ukraine has disrupted the state approach to consuming services, works, and goods ripening numerous opportunities for local businesses and global corporate giants. The country has gone digital in the public procurements that account for approximately 15% GDP, or an equivalent of over US$20 billion. Through implementation of international instruments and alignment of domestic legislation, it has brought competition and transparency to state tender procedures in compliance with the EU law. The country has undertaken to harmonise its legislation in line with the EU law on public procurement and revolutionise the procurement system. It has also been a full-fledged party to the WTO Agreement on Government Procurement.
The above has not only formalised Ukraine’s commitments to enable open tender procedures and unbiased competitive selection of contractors, but also provides foreigners with full access to the Ukrainian public procurement market. Accordingly, overseas contractors may engage in public procurements either directly, or through Ukrainian subsidiaries.
